Dr. Farid-ud-Din Baqa and his wife Dr. Zahida Baqa are doctors and surgeons who have studied in Pakistan and UK. He started practicing in the then capital Karachi. In the late 1960s, insurgents opened a private hospital in Nasimabad, Karachi: Nasimabad Rebel Hospital. It became a public hospital with 350 beds and state-of-the-art facilities, for middle-income private patients as well as charities.
In 1976, the Bugai Foundation acquired land on the M-9 Highway on the outskirts of Karachi. Baqas founded Survival Medical Complex.
He encouraged the government to provide medical services through community based medical education programs. He persuaded them to plan to set up a medical school. In 1988, the first batch of MBBS students was admitted, though it was not until 1990 that the Pakistan Medical and Dental Commission formally allowed the college to start clinical teaching at Survival Hospital in Nazimabad.
